Dr. Seamon has extensive experience in managing and directing disparity studies. He was the project director for MGT's first disparity study conducted nearly 20 years ago. Since that first study he has been involved in a majority of MGT's multi-agency and large-scale disparity studies. Dr. Seamon's experience includes analysis of structure, operations, and processes in public sector organizations and nonprofit agencies. He is a recognized expert in facilitating strategic planning processes for state and local government agencies, colleges, and universities. His consulting experience also encompasses capacity building, board development, and training for nonprofit agencies and foundations, as well administration, consultation, organizational development, program evaluation, program auditing, and performance management in workforce development, developmental disabilities, and community philanthropy.

Dr. Francis A. Ikeokwu, Sr., was born in Umuajata village, Olokoro, Umuahia, in Abia State, Nigeria—West Africa. He began his elementary education at an early age, and obtained his Elementary Education certificate in 1966, from St. Declan’s Elementary School, Amizi, Olokoro. Financially underprivileged, Dr. Ikeokwu was not blessed with the opportunity to pursue a secondary education (High School) due his family’s financial background. But, he refused to allow such financial position obstruct his drive to pursue excellence and economic freedom through education.
Referencing on an adage that states “there is no situation without a solution”, Dr. Ikeokwu carved another inexpensive path towards academic pursuit. He enrolled into a Commercial Institute, where he pursued typing, short-hand, and accounting certificate programs. These certificate programs became his springboard to solidifying his dreams for excellence through education. Holding tight on his motto that “Knowledge is Power,” he continued his studies at home, focusing on subjects, such as Bookkeeping/Accounting, Economics, Commerce, Business Administration, and English language. His efforts and accomplishments through self-education were rewarded as he obtained several High School-equivalent certificates that catapulted his interest for college education to University levels. His relentless effort through hard work and prayers to obtain a college education was answered upon receiving a college admission letter to attend a university in the United States.
Dr. Ikeokwu has since received several academic achievements and qualifications, which include – Associate of Arts (A.A.) in Business Administration (1983), from Hillsborough Community College, Tampa Florida; Bachelor of Science (B.S.) in Finance (1988), from University of South Florida, Tampa Florida; Master of Business Administration (MBA) in Business Administration (1990), from Florida Metropolitan University, Tampa, Florida; Masters in Forensic Accounting (MAC) in Forensic Accounting (2006), from Florida Atlantic University, Boca Raton, Florida; and Doctor of Philosophy (Ph.D.) in Financial Management/International Business and Trade (1994), from Union Institute & University, Cincinnati, Ohio.
Dr. Ikeokwu is a Certified Financial Consultant (CFC), specializing in financial management, and instructions in financial literacy. He is also a member of several professional associations, which include-- Institute of Certified Financial Consultants; Jacksonville Small Business Resource Center; Financial Management Association; Association of Certified Financial Examiners; National Association of Black Accountants; and Jacksonville Black Chamber of Commerce. Also, he is a Board Member and the Chair of the Economic Development/Commerce for the Jacksonville Black Chamber of Commerce (JBCC). He possesses wealth of experiences in the business arena. Currently, he occupies Chairman/Professor positions at Edward Waters College--Department of Business Administration, where he has served passionately and effectively since 2003.He derives joy in educating minority students, as well as underprivileged individuals and entrepreneurs. Dr. Ikeokwu has made great impact as an educator and leader in the business and academic arenas.
Having experienced economic struggles and poverty growing up, he has vowed to continue making impacts in educating and economically empowering the underprivileged through exchange of knowledge or idea. His other academics affiliations include his position as Senior Adjunct Professor in business, finance, and accounting with the American Intercontinental University (online); and Senior Associate Adjunct Professor of accounting, business and finance with Everest University (online). Strongly, Dr. Ikeokwu believes that acquisition of knowledge has no ending, and should be a continuous objective in human’s life.
Entrepreneurially, Dr. Ikeokwu is the President/CEO of Business-Financial Reengineering, Inc., , a consulting company designed to assist all levels of businesses and individuals to becoming more efficient in enhancing productivity and growth. Other successful accomplishments in business, academic, and community services are—serving as National President of Olokoro Development Union of North America, Inc. (ODUNI) from 2008 until present; served respectively as the Vice President and President of the Igbo Association of Jacksonville, Florida from 2004 to 2008; served respectively as the Vice President and President of the International Assembly for Collegiate Business Education (IACBE) , Southern Region, from 2004 to 2008; served as Senior Tax Specialist with the Florida Department of Revenue for thirteen years, specializing in tax laws, auditing, sales & use tax, intangible tax, corporate tax, local option tax, and documentary stamp tax; formerly co-owned a business and tax consulting service company – Powerhouse Anchor Management, Inc., where he managed, consulted, and published business/finance articles for business entrepreneurs.
